The Singapore Government will be establishing a national-level office to drive Singapore's energy and industry decarbonisation research, development, and demonstration (RD&D). It will oversee the Research, Innovation and Enterprise 2030 (RIE 2030) mandate focusing on scalable decarbonisation solutions (e.g. carbon capture and low-carbon fuels and alternatives) and power system enablers (e.g. power transmission and energy storage) that support Singapore's transition to a low-carbon economy. In addition to sustaining applied R&D efforts through energy and decarbonisation-related research institutes and competitive grant calls, a new climate technology scale-up and pilot fund will be established to trial promising decarbonisation-related technologies for local deployment. The office will be housed under A*STAR and is envisioned to play a critical role in aligning RD&D efforts with national decarbonisation strategies, translating innovation, managing major funding initiatives, and forging effective partnerships across government, academia, industry, and international experts.
We are seeking a results-oriented candidate with a demonstrated track record of leadership, client engagement and an overt bias for action, to lead our Techno-Economic Analysis (TEA) team. The individual would be responsible for leading the employment of TEA methodologies to identify technologies that could meet our objectives, and regularly assess these technologies' relevance as RD&D efforts progresses.
• Work with the Programme Director to identify suitable technologies that would be critical for the decarbonisation of Singapore's Industry or Power sectors. Such technologies include energy storage, power transmission, grid integration solutions, other emerging power generation technologies, carbon capture, utilisation and storage (CCUS) or hydrogen.
• Lead a unit that specialises in using TEA methodologies to evaluate emerging technologies that can contribute to the decarbonisation of Singapore's Industry and Power Sectors.
• Support other units by providing technical evaluations of research proposals related to power systems and grid enablers, working closely with international technical experts and peer reviewers.
• Build and maintain networks with local and international technical experts in the above-mentioned areas to supplement the team's technical analysis capabilities.
• Collaborate with the Energy Market Authority (EMA) as the Sector Lead for power sector and power system enablers, and the Economic Development Board (EDB) as the sector lead for Industry, to ensure that the technical assessments align with regulatory requirements and deployment considerations.
• Support project management activities by providing regular TEA insights of funded projects during milestone assessments.
• Prepare technical briefings and recommendations for senior leadership, including contributions to management meetings and strategic planning processes.
• Degree in Engineering, Science, or Economics disciplines.
• Minimum 5-10 years of experience in the energy and sustainability sectors, preferably with exposure to emerging technologies such as energy storage, smart grids, CCUS, or hydrogen. Understanding of Singapore's power market structure, grid architecture, and regulatory framework would be highly advantageous.
• Some experience with techno-economic modelling and analysis tools is recommended.
• Proven ability to synthesise complex technical information and communicate findings clearly to both technical and non-technical stakeholders.
• Experience working with research institutions, technology developers, or in R&D environments would be beneficial.
• Excellent stakeholder management skills and ability to work effectively across multiple agencies and with external partners.
• Strong written and verbal communication skills, with ability to prepare technical reports and presentations for senior leadership.
